The Media Services Division is seeking an individual to perform highly responsible and time-sensitive work of providing multimedia production services, operating and maintaining multimedia and broadcast equipment, and supporting customer-facing public communications work.  Communications work to include, but not limited to, public meeting recordings and delivery, video production, and maintenance.  Media Services Technician will assist colleagues in the audio/visual aspects of meetings, broadcast and video production, and website support requests.

This is a part-time, 8 to 10 hour per week position.  $26.26 to $38.03 per hour.  Position is open until filled.

DUTIES AND RESPONSIBILITIES (Except as specifically noted, the following functions are considered essential to this position. The listed examples may not include all duties found in this class):
  1. Performs a wide range of media service duties pertaining to the acquisition, creation, production and distribution of multimedia content.  Works with and acts as a backup/supplement to Camera Operators in the content acquisition effort.  Independent, highly responsible public meeting post-production work.
  2. Sets up and operates video, audio and videoconferencing systems; performs technical duties required to broadcast regular and special programming; uses streaming/broadcast and telecommunications technology as appropriate.  Delivers, picks up, inspects and cleans equipment after use as needed.
  3. Supports and maintains media services equipment involving City of Dover multimedia, broadcast and telecommunications systems; configures, aligns, tests and calibrates multimedia equipment using various signal generators and test devices; troubleshoots, repairs and maintains audio/visual equipment, including projectors, speakers, microphones, mixers, amplifiers, wireless transmitters and other multimedia devices using hand tools, meters, soldering irons and signal generators.
  4. Works as part of a team to support and maintain the City of Dover’s website and online platforms by providing regular updates.  Must be able to proofread and edit with proficiency.
  5. Supports, demonstrates and trains City of Dover staff in the proper operation and procedures for various audio-visual equipment, telecommunications systems and web content management or other communication applications.
  6. Duplicates/replicates audio, video, data and other mediums; edits video programs; develops and inserts animations and graphics, as requested.
  7. Promptly reports any equipment or other concerns relating to duties to the Media Services Manager.
  8. Follows standard operating procedures, NH RSA 91-A, applicable law and regulations regarding the proper collection, distribution and archival of public records.
  9. Engages in professional development related to job function.
  10. Performs other related duties as assigned.
KNOWLEDGE, SKILL AND ABILITY REQUIREMENTS:
Knowledge of:
  • A variety of audio-visual, multimedia, closed circuit video distribution and teleconferencing systems hardware at an advanced operator or technician level.  This includes methods, procedures, and techniques pertaining to the support and maintenance of multimedia systems.
  • Audio-video production and communication applications at an advanced user level.
  • Web content management applications at an advanced user level.
  • Computer and telecommunication operating systems, and a variety of broadcast and computer hardware and software applications.
  • Excellent communication skills, including spelling, grammar and punctuation.
  • Occupational hazards and standard safety precautions.
  • NH RSA 91-A, applicable laws and regulations as it pertains to public meetings and data/communications management.

Ability to:
  • Operate, maintain, troubleshoot and repair multi-media, audio-visual, close circuit video, teleconferencing and computer systems, hardware and equipment.
  • Test, analyze, and interpret computer, broadcast, multi-media hardware and software problems, and determine problem solutions. Interpret schematic drawing and technical manuals.
  • Provide technical support to students, staff, faculty and community members in the use and operation of technical multimedia equipment.
  • Learn and work proficiently within new web-related technologies, i.e. content management platforms.
  • Provide base-level technical support to fellow users of web content management and other media services applications.
  • Adhere to copyright, transparency and data retention laws, regulations and procedures.
  • Effectively and efficiently participate in the operation of the City of Dover's information technology, multi-media and telecommunication operation.
  • Perform arithmetical calculations with speed and accuracy.
  • Communicate effectively, both orally and in writing.

EDUCATION/LICENSURE/CERTIFICATION REQUIREMENTS: Graduation from a college/university with an Associate’s degree in Broadcast Communications, Information Technology or a closely-related field, OR at least one year progressively responsible experience in audio / video management, support, or related information systems work; OR any equivalent combination of education and experience which demonstrates possession of required knowledge, skills and abilities. Employee must maintain valid motor vehicle operator’s license. Adobe application suite, audio-video equipment and editing certifications and/or experience preferred.  Microsoft, telecommunication or other information technology certifications are optional.
