JOB SUMMARY: Performs highly responsible professional engineering work of an administrative and technical nature in directing the activities of the engineering division. Provides direct supervision and management of all engineering staff, including Deputy City Engineer, Assistant City Engineer, Environmental Projects Manager, Facilities Project Manager, and Engineering Technician.
This is a full-time, 40 hour per week position. $1873.60 to $2708.80 per week. Position closes August 10, 2025.
DUTIES AND RESPONSIBILITIES (Except as specifically noted, the following functions are considered essential to this position. The listed examples may not include all duties found in this class):
1. Provides oversight in the work of subordinates engaged in the investigation, development, design and construction of a variety of engineering projects; controls field work and projects through on-site inspections, review of reports, and conferences.
2. Assists the Community Services Director and/or Deputy Director with preparation of annual Capital Improvement Projects Plan for infrastructure relative to transportation (multi-mode), water, sewer and drainage.
3. Assists and provides quality construction management over the CIP program.
4. Coordinates various technical and engineering related projects with other city departments, state and federal agencies, utility companies; confers with consultants, contractors and other interested parties through written correspondence, telephone and meetings.
5. Responsible for maintaining City’s Construction Guidelines, Rules & Regulations; and with supervision and management of engineering staff, ensuring periodic review and updates, as well as ensuring contractors and developers comply with all requirements.
6. Responsible for supervising, managing, and providing guidance to engineering staff for reviewing and approving all related City permits such as Construction, Excavation, Obstruction, Driveways, Monitoring Wells, Sewer Connection, Septic, etc.
7. Reviews disciplinary and other personnel assignments; investigates and reviews disciplinary and other employee actions for conformance to established policies.
8. Directs and participates in all aspects of engineering projects from conception to completion to include project development and management.
9. Prepares and reviews plans and specifications; conducts field instrument surveys, prepares estimates, plans, and maps; makes engineering recommendations.
10. Answers inquiries from and provides information to the public as related to engineering items.
11. Develops and maintains effective working relationships with public and private organizations, elected and appointed officials, city departments and employees, clients, and the general public.
12. Oversees proper filing and retention of engineering related files and documents; maintains as-built construction plans and other City Maps; provides oversight of maps and construction drawings through Auto Cad and GIS; works with IT Department to ensure infrastructure maps remain current and accurate.
13. Familiar with and executes safe work procedures associated with assigned work.
14. Coordinates with the City Legal Department to review deeds and easements as required.
15. Oversees paving requests and associate procurement. Oversees the development of the annual Pavement Maintenance Program recommendations.
16. Serves on Technical Review Committee (TRC) and attends other City Board/Committee meetings, as required, to provide technical engineering information and recommendations.
17. Performs other related duties as required.
KNOWLEDGE, SKILL AND ABILITY REQUIREMENTS: Thorough knowledge of modern methods and techniques of civil engineering as applied to the design, construction and maintenance of public works facilities; thorough knowledge of modern practices in subdivision control, including their relationship to municipal planning and zoning; thorough knowledge of the principles and practices of administrative management; ability to plan, coordinate and supervise the work of technical and professional personnel; ability to direct the preparation and maintenance of engineering records, and to make concise technical reports; ability to establish and maintain effective working relationships with employees, city officials, officials of the government agencies, contractors, and the public.
EDUCATION/LICENSURE/CERTIFICATION REQUIREMENTS: Bachelor's degree with major course work in Civil Engineering, plus 10 years progressively responsible experience in the field of civil engineering, including at least one year in a supervisory capacity; OR any equivalent combination of education and experience which demonstrates possession of the required knowledge, skills and abilities. Must possess a valid motor vehicle operator's license and Professional Engineer License in New Hampshire, or a PE license in another state with the ability to obtain the PE in NH within 6 months of hire.
