The Finance Director is seeking a responsible individual to work in the Assessing Office to perform responsible work in the appraisal of all real property, new and existing; including the maintenance of assessment records, receiving and making recommendations on abatement requests and supporting the facilitation of assessments. Inspects residential and commercial properties; assists the general public with explanations of the assessment process, property record cards, assessments, exemptions, credits, current use, tax billing process and use of the tax maps.

This is a full-time, 40 hour per week, non-exempt position.  Salary range is $33.98 to $49.23 per hour.  Position is open until filled.

DUTIES AND RESPONSIBILITIES
(Except as specifically noted, the following functions are considered essential to this position. The listed examples may not include all duties found in this class):

1. Assists with the supervision of quantity and quality of data collection; review all final data entered, maintain monthly record of number of parcels inspected.
2. Assists with overseeing the maintenance of current computer database records with respect to deeds and sales information, value changes, current use, permits, easements, subdivisions, building permits, revisions to tax maps, real estate and personal exemptions and credits, RSA 72 23 leases, and TIFs and other tax agreements.
3. Performs sales verifications and enters sales validity codes in the CAMA system; reviews sales inspections.
4. Oversees the maintenance of all tracking logs performed by clerks and data collectors.
5. Assist with performing CAMA transfer of ownership and parcel data to tax collection software; preparing and uploading pdfs of all property records to GIS website annually once values are final; preparing pdfs and uploading to GIS any changed property records as work in progress property records to be viewed by city staff.
6. Performs field inspections utilizing existing property records to determine the accuracy of the data and update when incorrect.
7. Perform field reviews of cycle inspections as well as other inspections deemed needed.
8. Analyze physical, functional and economic depreciation.
9. Read and interpret deeds and titles.
10. Read and interpret tax maps, engineering and construction plans.
11. Reviews planning approvals, zoning board approvals, subdivision plans, condominium plans and documents, various permits including but not limited to building, demolition, electrical, septic, plumbing and wetland, and inspects property to determine the impact to the property value.
12. Assist with assignment of lot numbers to proposed subdivisions.
13. Respond to inquiries from the public regarding appraisal procedures and legislation.
14. Meet with taxpayers to explain appraisal methods and techniques, as well as assist with questions and problems relating to various appraisal methods and techniques.
15. Perform current use changes due to lot line changes and construction, ensure accurate revisions to current use maps and associated assessment records; prepare calculation and make recommendation of amount of land use change tax.
16. Assist with residential portion of assessment updates including market studies, sales analysis, statistical studies, and updates to valuation tables.
17. Assist City Assessor, when needed, in commercial portion of assessment update.
18. Perform impact studies of new assessments.
19. Assist with preparing reports required by state law such as MS1, equalization reports, USPAP, etc.
20. Assist with generating Tax Warrant and associated reconciliations.
21. Prepares Valuation Notices.
22. Assist with updating reports regarding annual assessments on web site.
23. Receive and investigate abatement applications; prepare appraisal grids supporting a recommendation for consideration to grant or deny an appeal, defends the validity of assessments to NH Board of Tax and Land Appeals.
24. Perform oversight of office staff and their assigned tasks.
25. Maintain effective working relationships with state agencies, private organizations, other departments, employees, and the general public.
26. Maintain familiarity with and execute safe work procedures associated with assigned work.
27. Perform other related duties as required.

KNOWLEDGE, SKILL AND ABILITY REQUIREMENTS: Considerable knowledge of assessment techniques. Familiarity with New Hampshire State tax laws. Knowledge of construction quality, materials, practices and codes that pertain to the construction industry. Working knowledge of personal computer hardware and software including familiarity with the use of various software applications including word-processing, electronic spreadsheets and data bases including CAMA systems. Demonstrated ability to communicate both orally and in writing. Ability to maintain electronic and written records and prepare reports and to document any and all information pertaining to the activities and responsibilities of position; Ability to make accurate arithmetic calculations. Ability to maintain effective working relationships with department heads, employees, City Council and the public and to deal with service problems courteously and tactfully.

EDUCATION/LICENSURE/CERTIFICATION REQUIREMENTS:  Associate’s degree or equivalent from a two-year college or technical school and minimum of four (4) years’ experience in assessment, real property appraisal or other related field OR any equivalent combination of education or experience which demonstrates possession of the required knowledge, skills, and abilities. Must possess or be able to pass requirements through NH OPLC within twelve months from date of hire for certification as NH Assessor. Must maintain State required certifications and continuing education requirements. Must maintain valid motor vehicle operator license.
