The Finance Director is seeking a responsible individual to work in the Assessing Office to perform data collection and assist in the appraisal of new and existing properties, including but not limited to, single-family homes, small multi-families, vacant lots, condominiums and manufactured housing. Inspects small commercial properties; assists the general public with explanations of the assessment process, property record cards, assessments, exemptions, credits, current use, tax billing process and use of the tax maps.

This is a full-time, 40 hour per week, non-exempt position.  Salary range is $22.03 to $31.82 per hour.  Position is open until filled.

DUTIES AND RESPONSIBILITIES
(Except as specifically noted, the following functions are considered essential to this position. The listed examples may not include all duties found in this class):
1. Measure and inspect properties and buildings throughout the City.
2. Perform scheduled interior inspections of buildings throughout the City.
3. Record observed property characteristics on proscribed forms.
4. Records building quality, physical condition, functional and economic depreciation.
5. Read and interpret tax maps, engineering, and construction plans.
6. Reviews approved plans, documents & permits associated with but not limited to building construction, planning, zoning and condominium declarations.
7. Organize and prepare records for field work.
8. Completes data entry of property characteristics into CAMA system.
9. Keep records and lists of activities performed.
10. Perform detailed work with numerical data and to make arithmetic computations rapidly and accurately.
11. Answer inquiries of the general public about the assessment process, appeals, abatements, individual assessments, exemptions, credits and tax billing
12. Maintain an appropriate level of confidentiality regarding records of the City.
13. Receives telephone calls and visitors. Screens for nature of business and answers inquiries or refers to Tax Assessor or Assistant Tax Assessor if necessary.
14. Establish and maintain effective working relationships with state agencies, private organizations, other departments, employees, and the general public
15. Maintains familiarity with and executes safe work procedures associated with assigned work.
16. Performs other related duties as required.

KNOWLEDGE, SKILL AND ABILITY REQUIREMENTS: Knowledge of office practices and procedures. Some knowledge of assessing practices and operations. Considerable knowledge of business English, spelling, and arithmetic and vocabulary. Working knowledge of personal computer hardware and software including familiarity with the use of various software applications including word-processing, electronic spreadsheets and data bases. Ability to communicate in oral and written form. Ability to maintain administrative records and to prepare reports and answer questions from records. Ability to type accurately and rapidly. Ability to maintain effective working relationships with department heads, employees, and the public and to deal with service problems courteously and tactfully.

EDUCATION/LICENSURE/CERTIFICATION REQUIREMENTS: High school diploma or equivalent with one (1) year minimum experience in office and/or customer service oriented environment. Experience in assessment or real property appraisal preferred OR any combination of education and experience which demonstrates possession of the required knowledge, skills and abilities. Must be able to pass requirements through NH OPLC for certification as a Certified Building Measurer and Lister prior to completion of probationary period. Must complete annual education requirements. Must maintain a valid NH motor vehicle operators license.
