JOB SUMMARY: Performs highly responsible managerial administrative and professional work assisting the Director of Community Services in managing various assigned activities and programs of the Department, with a primary focus on technical and administrative management support. Expected to assume the responsibilities of the Director in their absence. Position closes July 15, 2025.
DUTIES AND RESPONSIBILITIES (Except as specifically noted, the following functions are considered essential to this position. The listed examples may not include all duties found in this class):
1. Assists the Director to plan, organize, direct and coordinate the administrative and personnel activities of the Community Services Department.
2. Serves as support to department superintendents to ensure high quality operational functions relative to utilities, highways, public works, facilities & grounds.
3. Works with superintendents and supervisors to ensure safe and efficient operations.
4. Assists the Director to review, establish, and implement comprehensive programs for the construction, maintenance and repair of city streets, water, sewer , drainage, cemetery and park assets, including formulating and assisting in coordinating a capital improvement program.
5. Works independently and as a member of a team on activities of uncertain duration.
6. Gathers, interprets, and prepares data for studies, reports and recommendations; evaluates issues and options regarding municipal public works and make recommendations to the Director of Community Services or other City Departments.
7. Assists the Director to establish program and policies; prescribes general rules, regulations and administrative policies for adoption and implementation by the Community Services Department.
8. Directs the preparation and maintenance of necessary asset management records and reports.
9. Supervises division managers and department support staff, either directly or through subordinates. Confers frequently with division superintendents and supervisors to help with prioritizing work of the divisions, assessing work progress, and resolving work problems of an administrative and professional nature.
10. Determines standard operating procedures (SOP) priorities and assigns their development to staff.
11. Reviews, comments, and provides recommendation for SOP approval to Community Services particularly those related to administrative and personnel functions.
12. Supervises engineering staff review of development plans for compliance with codes, regulations, and standards, adequacy of applications for permits and compliance with approved plans.
13. Supervises the preparation of engineering plans and specifications, bidding, competency of contractors and vendors, and the selection criteria for public contracts.
14. Provides general direction to, and oversight of, the City Engineer, and engineering staff, to provide comprehensive support for Community Services staff and other city personnel.
15. Attends and hosts meetings with other department administrators, contractors, engineers, utility companies, and federal and state agency officials to discuss current and proposed work, work problems, and work procedures.
16. Meets with various civic organizations as City Representative to discuss public works progress, needs and problems, serves on boards as assigned by the Director.
17. Assists the Director to plan, prepare, and implement, after adoption, the annual budget for all operating costs, equipment purchases, and construction and maintenance projects.
18. May participate in the collective bargaining process with the unions and associations in the department.
19. Confers with city officials in determining plans and policies to be observed in the conduct of public works operations from an administrative and personnel standpoint.
20. Performs a variety of office related functions, including preparing permits, correspondence, presentation materials, brochures, and responding to inquiries from contractors, developers, property owners, staff, and the general public regarding administrative procedures.
21. Responds to inquiries from council members, city employees, public and private organizations and agencies and the public regarding department policies, procedures, activities and services.
22. Resolves citizen complaints when necessary.
23. Coordinates the activities of the department, in mitigating the effects of natural and man-made emergencies.
24. Assists the Director to organize, maintain and administer the personnel policies and procedures of the city and the department.
25. Establishes and maintains effective working relationships with employees, other departments and agencies, and the general public.
26. Maintains familiarity with and executes safe work procedures associated with assigned work.
27. Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY REQUIREMENTS: Extensive knowledge of administrative practices and procedures as related to municipal public works management; Thorough knowledge of current literature, sources of information, trends, and developments in municipal public works administration; Ability to plan for municipal administrative and personnel needs, to delegate and distribute personnel, and to direct, coordinate, and review the work of support divisions; Ability to establish and maintain effective working relationships with city officials, employees, officials of other governmental jurisdictions, professional employees, consultants, contractors, and the public; Ability to express ideas effectively, both orally and in writing; Ability to conduct administrative research work and to write technical reports; Ability to multi-task and have flexibility in arranging daily schedule; Familiarity with and ability to execute safe work procedures associated with assigned work; Extensive knowledge of public works construction and maintenance methods, materials and equipment; extensive knowledge of the principles and practices of Civil Engineering as applied to municipal public works.
EDUCATION/LICENSURE/CERTIFICATION REQUIREMENTS: Bachelor’s degree with major study in civil engineering, business or public administration plus ten years progressively responsible experience in municipal public works or related engineering operations, including at least five years of progressively responsible supervisory and administrative experience; OR any equivalent combination of education and experience which demonstrates possession of the required knowledge, skills and abilities. Desired to have prior municipal or public works related supervisory and budget preparation experience. Valid motor vehicle operator license.
