The Finance Director is seeking an individual to perform highly responsible technical and administrative support duties, including pre-qualifying exemption and credit applications and recertifications; data collection and assisting in the appraisal of new and existing properties; assists the general public with explanations of the assessment process, property record cards, assessments, exemptions, credits, current use, tax billing process and use of the tax maps.
This is a full-time, 40 hour per week, non-exempt position. Salary range is $22.73 to $32.84 per hour. Position is open until filled.
DUTIES AND RESPONSIBILITIES (Except as specifically noted, the following functions are considered essential to this position. The listed examples may not include all duties found in this class):
KNOWLEDGE, SKILL AND ABILITY REQUIREMENTS: Knowledge of office practices and procedures. Some knowledge of assessing practices and operations. Considerable knowledge of business English, spelling, and arithmetic and vocabulary. Working knowledge of personal computer hardware and software including familiarity with the use of various software applications including word-processing, electronic spreadsheets and data bases. Ability to communicate in oral and written form. Ability to maintain administrative records and to prepare reports and answer questions from records. Ability to type accurately and rapidly. Ability to maintain effective working relationships with department heads, employees, and the public and to deal with service problems courteously and tactfully.
EDUCATION/LICENSURE/CERTIFICATION REQUIREMENTS: High school diploma or equivalent with one (1) year minimum experience in office and/or customer service oriented environment. Experience in assessment or real property appraisal preferred OR any combination of education and experience which demonstrates possession of the required knowledge, skills and abilities. Must be able to pass requirements through NH OPLC for certification as a Certified Building Measurer and Lister prior to completion of twelve month period. Must complete annual education requirements. Must maintain a valid NH motor vehicle operators license.

- Pre-qualifies exemption & tax credit applications and five-year re-certifications for elderly, blind, disabled, deaf, veterans, solar, real estate exemption, etc. for further processing by City Assessor. This includes reviewing trusts and tax documents.
- Measures and performs interior and exterior inspections of buildings throughout the City.
- Records building quality, physical condition, functional and economic depreciation, and other observed property characteristics.
- Reads and interprets tax maps, current use maps, reviews approved plans, documents & permits associated with but not limited to building construction, planning, zoning and condominium declarations.
- Responsible for ownership and legal accuracy of property in CAMA and tax collection systems. Data entry and keeping up-to-date all changes in property characteristics, ownership, addresses, exemptions, tracking current use changes, and land use change tax time lines.
- Receives, date stamps, logs and process abatement, current use, discretionary easement, excavation, timber, exemptions, credits and other various applications, inquiries from BTLA, DRA and other agencies. Tracks various deadlines associated with BTLA and Court appeals.
- Prepares all warrants, commitments, or abatement authorization forms, and submits to City Assessor for finalization or further processing and maintain respective logs.
- Assists taxpayers with technical questions relating to abutters, property locations, content and meaning of information on property record cards, as well as answering general questions such as pertaining to Income & Expense information requests.
- Schedules appointments and keeps City Assessor informed of deadlines, meetings and pressing developments affecting the functions and operations of the office.
- Sends sales questionnaires to new owners, tracking & logging returned questionnaires and sending follow-up requests when needed.
- Keeps records and lists of activities performed.
- Performs detailed work with numerical data and to make arithmetic computations rapidly and accurately.
- Answers inquiries of the general public about the assessment process, appeals, abatements, individual assessments, current use, exemptions, credits and tax billing. Maintains an understanding and follows New Hampshire Revised Statues where applicable to job duties.
- Maintains an appropriate level of confidentiality regarding records of the City.
- Provides quality customer service via in person, e-mail, telephone or mail. Screens for nature of business and answers inquiries or refers to Tax Assessor or Assistant Tax Assessor if necessary.
- Establishes and maintains effective working relationships with state agencies, private organizations, other departments, employees, and the general public
- Maintains familiarity with and executes safe work procedures associated with assigned work.
- Performs other related duties as required.
